Channel 4 as a publicly owned broadcaster is required to review its remit and justify its continued existence every 4 years, much like the BBC is required to. Channel 4 like the BBC is owned by the British Public. This film was produced for the purpose of helping the bid to retain its remit and budgets and was presented to Ofcom as part of a larger series of presentations and discussions. As a result of this film, and some serious background work that this film can claim no recognition for, the remit was extended at that time and Channel 4’s output continues to be extended to this day.
